Citizen/business identity is established by the authorized source; Sign uses only the permitted context for the transaction.
Government & Public Services
Reference model for digital workflows requiring identity, authorization, signature, verification and evidence with clear responsibility boundaries.
Blueprint around business flow and evidence
The Government & Public Services blueprint is a reference deployment pattern; it does not represent a named customer or an industry compliance certification.
If the table is wider than its frame, scroll horizontally to see all columns; use arrow keys when the table region has focus.
| Actor | Responsibility | Handoff evidence |
|---|---|---|
| Business system | Finalize and approve the industry record | Document and source decision |
| Authorized signer | Review and authorize the document | Identity and signing intent |
| Mobile-ID / CA / RSSP | Orchestrate, sign and verify | State and signed output |
Public-service blueprint
Government content focuses on workflow and responsibility boundaries rather than generic “digital government” marketing.
Application → review → approval → document/result → signing → delivery/evidence are separate phases with explicit actors and systems of record.
Do not display agency logos or claim production deployments without approval.

| Risk | Handling posture |
|---|---|
| Authority confusion | Stop signing; confirm representation authority and record approval before a new transaction. |
| Unverified government claim | Keep the record unresolved; use transaction and decision references to reconcile missing evidence. |
| Evidence fragmentation | Keep the record unresolved; use transaction and decision references to reconcile missing evidence. |
Workflow-specific content replaces generic vertical cards
Business decisions remain in the authoritative banking/securities/insurance/government system; Sign handles the signing journey and its evidence boundary.

Source system owns business decisions
In a public-service flow, the authority's case-management system owns business state and administrative decisions; an identity service authenticates the citizen/business within scope; Sign handles an allowed approval/signature route; the result-delivery system issues or delivers the outcome according to the business process. The website does not use an agency logo or claim a production integration without approval.
Exceptions to handle
The flow distinguishes citizen authentication, consent/ShareInfo when applicable, officer review, signer authorization and digital signature. Timeout, user cancellation, incomplete dossier, signing-provider outage or delivery failure need explicit states/support paths rather than silently creating a new signing request.
Handover responsibilities
- Source system
- Finalize record, version, signers and business decision.
- Mobile-ID Sign
- Orchestrate the permitted route; correlate transaction state, result and evidence.
- Signer and provider
- The signer authorizes; the provider creates the signature within the applicable service scope.
Evidence should link dossier/application reference, document/result version, reviewer/approval reference, signer/signature, timestamps and delivery/audit events for post-transaction review.
